2025 National Campaign to Promote Green Building Materials (Xinjiang Stop) Kicks Off in Fukang, Changji

On March 28, 2025, the Xinjiang stop of the 2025 National Campaign to Promote Green Building Materials in Rural Areas, alongside the Fukang High-Quality Development Conference for the Building Materials Industry, was officially launched in Fukang City, Changji Prefecture, Xinjiang.

Gao Ping, Director of the Building Materials Division of the Department of Raw Materials Industry, Ministry of Industry and Information Technology (MIIT), delivered a keynote speech via video.
Shang Yanqing, Party Committee Standing Member and Secretary-General of the China Building Materials Federation (CBMF), attended the event and gave a speech.

Other distinguished attendees included:Cheng Duofu, Deputy Director-General of the Xinjiang Department of Industry and Information Technology,Geng Mingjie, Deputy Director-General and Level-One Inspector of the Xinjiang Department of Housing and Urban-Rural Development,Zhu Hongtao, Deputy Governor of Changji Prefecture,Lv Zhijian, Special Vice President of CBMF,Bai Yunfeng, Deputy Director of the Technical Committee for Green Building Materials Product Certification Zhang Yumin, Level-Two Inspector of the Xinjiang Department of Commerce, Wang Yong, Chief Economist and Level-Two Inspector of the XPCC Industry and Information Technology Bureau, Li Dexin, Level-Two Inspector of the Xinjiang Administration for Market Regulation, Jin Shan, Rural Revitalization Inspector of the Xinjiang Department of Agriculture and Rural Affairs, Fu Jun, Secretary-General of the Xinjiang Federation of Industry and Commerce, Chen Lei, Party Secretary of Fukang City, and Li Xingchen, Mayor of Fukang, Li Jingmei, Secretary-General of the Xinjiang Building Materials Industry Association.


In her speech, Gao Ping emphasized the importance of:

  • Upgrading product standards and broadening the range of participating green products

  • Enhancing product quality and services

  • Advancing full-chain industrial upgrades to foster green building materials clusters

  • Innovating consumption models and synergizing with policies like trade-in programs and government procurement

  • Strengthening promotion efforts to build greater awareness and impact of the campaign

Shang Yanqing stated that CBMF, as the lead organization for the campaign, will continue to work closely with local governments and relevant institutions to:

  • Strengthen policy coordination and secure broader support

  • Develop a comprehensive activity system and organize innovative, diversified campaigns

  • Establish a public service system for green building materials and explore integrated online-offline promotional models

  • Enhance model demonstration and publicity to ensure deeper, more effective implementation of the initiative

He also encouraged Xinjiang to increase policy support and develop innovative practices and experiences that accelerate the production and application of green building materials, opening up new avenues for their development.

Zhu Hongtao outlined Fukang City’s efforts to accelerate new industrialization and drive the green transformation of its building materials sector, including development of industries such as cement and concrete, energy-efficient windows and doors, eco-friendly boards, new piping systems, electric cables, and prefabricated buildings.

Cheng Duofu released the Xinjiang Green Building Materials Promotion Plan, which includes a range of activities across the region such as awareness campaigns, production-sales matchmaking, promotional discounts, enterprise outreach to rural areas, and the establishment of sales outlets. The plan aims to foster leading enterprises, promote green building material products, and create demonstration projects that integrate industrial upgrading with rural revitalization.



At the conference, awards were presented to units recognized as “Green Building Materials Demonstration Bases” and “Demonstration Enterprises.” Several leading companies also signed supply-demand cooperation agreements with upstream and downstream partners.

The event was attended by representatives from local government departments, industry associations, major enterprises across the building materials value chain, financial institutions, research and certification bodies, and media organizations.
