On September 26, Wang Shengli, Director-General of the Department of Quality Supervision of the State Administration for Market Regulation (SAMR), led a delegation to the China Building Materials Federation (CBMF) for a research and discussion meeting, accompanied by officials from the Department of Raw Materials of the Ministry of Industry and Information Technology (MIIT). Yan Xiaofeng, President of the China Building Materials Federation, and Chen Guoqing, Executive Vice President, attended the meeting.

Yan Xiaofeng expressed sincere appreciation to the State Administration for Market Regulation and the Ministry of Industry and Information Technology for their long-term concern and support for the standardization and quality development of the building materials industry. He introduced the Federation’s efforts in promoting product quality traceability, as well as the formulation and implementation of product instruction manual standards within the industry.

Yan noted that issues such as unclear performance indicators, unspecified conditions of use, and a lack of consumer awareness regarding building materials products still persist. He emphasized the need to further advance the implementation of product instruction manuals and quality traceability systems—clearly identifying product raw materials, performance indicators, usage methods, and precautions—to ensure transparency and strengthen market and consumer supervision. These measures, he said, would effectively promote quality improvement and support the high-quality development of the industry. Yan also highlighted the importance of strengthening production licensing management to enhance its regulatory role.

Director Wang Shengli thanked the Federation for its strong support to the work of the Department of Quality Supervision and fully recognized the Federation’s contributions to quality improvement and brand building in the building materials sector. He noted that SAMR attaches great importance to the quality of building materials products, actively strengthens source governance of product quality and safety, and continues to carry out quality inspections and rectifications on key building materials products to ensure quality and safety standards are upheld.

Wang also mentioned that the Administration is expediting the revision of the Regulations on the Administration of Industrial Product Production Licenses and the Implementation Rules for Cement Production Licenses. He expressed hope that the Department of Quality Supervision and the Federation would continue to strengthen communication and cooperation on enhancing product quality, particularly in advancing product instruction manuals, quality traceability systems, and production license management, to jointly promote comprehensive quality improvement across the building materials industry.

Officials from relevant departments of the State Administration for Market Regulation, Shi Yijun, Deputy Division Director of the Building Materials Division under MIIT’s Department of Raw Materials, Wu Qingtao, Vice President of the Federation and Director of the Building Materials Industry Quality Certification Management Center, Cao Yuanhui, Director of the Department of Standards and Quality, and Feng Shuai, Director of the Department of Industry Affairs, also attended the meeting.
