On July 22, the signing ceremony and seminar for the first batch of key standard "Open Competition"  projects in the building materials industry was held in Beijing. Wu Qingtao, Party Committee Secretary and President of the China Building Materials Federation, attended the meeting and delivered a speech. More than 50 representatives attended the event, including Zhou Liwei, Chief Director of Standards and Quality and Deputy Secretary-General of the Federation; Wei Weidong, General Manager of Jidong Cement; Zhu Lianbin, Party Committee Secretary and Chairman of CTC; He Xiaolong, Vice President of Sinoma International and Chairman of CBMI Construction Equipment; Yin Jingyu, General Manager of Beijing Guanjian Lianxin Certification Center; Tong Lijin, Vice President of the Cement Institute of CBMA; as well as project leaders, team members, and industry experts. The meeting was chaired by Cao Yuanhui, Director of the Standards and Quality Department of the Federation.

In his speech, Wu Qingtao pointed out that standards serve as technical support for economic activities and social development, forming an essential component of national foundational systems. Innovatively implementing the "Open Competition" mechanism for key standards represents an important practical innovation for the building materials industry to execute central government deployments on standardization and implement the National Standardization Development Outline. He stated that this mechanism breaks through inertial thinking and path dependence in past standardization work, helping drive "three transformations": First, optimizing project initiation procedures, shifting from "first to propose, first to lead" to "industry proposes demand, capable units take the lead," fully mobilizing leading technical entities to ensure standards are robust and effective. Second, strengthening preliminary research, shifting from "large-scale promotion first, standard development second" to "simultaneous advancement of tech innovation and preliminary research," accelerating the transformation of scientific achievements into real productivity. Third, guiding standard application, shifting from "focusing on drafting over usage" to "equal emphasis on research and application," truly making standards rigid constraints for market regulation and quality improvement. He also outlined requirements for further optimizing the mechanism, project management, and acceptance evaluations.

Witnessed by President Wu Qingtao and leaders of the winning entities, the Standards and Quality Department of the Federation signed project assignment agreements with the entities selected for the first batch of key standard "Open Competition" projects. Following the ceremony, winning units reported on their progress and research outcomes, followed by in-depth discussions among participating experts and delegates.

At the meeting, the Federation officially launched the call for the second batch of key standard "Open Competition" projects, focusing on standards for quality materials in good housing and the transformation of innovative achievements such as cement-based aerogels and phosphogypsum purification and utilization technologies. Moving forward, the Federation will continuously refine the mechanism and strengthen organizational support to promote standard innovation through institutional innovation.
