On July 30, the "Experience Sharing Meeting on Cement Clinker Output Monitoring," hosted by the China Building Materials Federation (CBMF), supported by the Economy and Information Technology Department of Hubei Province, and organized by the Hubei Building Materials Federation, Hubei Institute of Measurement and Testing Technology, and Huaxin Cement, was held in Huangshi, Hubei Province.
Wu Qingtao, President of CBMF, attended the meeting and delivered a speech. Li Jin, Fourth-Level Researcher at the Building Materials Division of the Raw Materials Industry Department of the Ministry of Industry and Information Technology (MIIT), attended the event. Wang Dong, Director of the Raw Materials Industry Division at the Economy and Information Technology Department of Hubei Province, delivered a welcome address, and Ding Zhengping, Secretary-General of the China Cement Association (CCA), spoke on behalf of CCA. Sun Xingshou, Resident Vice President and Secretary-General of CBMF, chaired the meeting and delivered a summary. Over 110 representatives attended, including officials from industry and information technology authorities across 17 provinces/regions, leaders from 22 building materials/cement industry associations in 19 provinces/regions, and representatives from key cement enterprises such as Tianshan Material, Conch Cement, Jidong Cement, Red Lion Group, China Resources Building Materials, Huaxin Cement, Cementos Portland Valderrivas (TCC), Shanshui Cement, Gezhouba Cement, and Jiangxi Wannianqing Cement.
In recent years, the rapid decline in cement market demand and severe overcapacity have intensified supply-demand contradictions, leading to fierce price wars and a severe drop in industry scale efficiency. In late 2024, four government departments issued a policy document to regulate cement capacity management, introducing measures centered on output monitoring and capacity replacement for excess capacity. Entrusted by relevant departments, CBMF led research on capacity governance and published the group standard Methods for Monitoring and Accounting Clinker Output in the Cement Industry. With support from local authorities, the Hubei Building Materials Federation established the Hubei Cement Clinker Output Online Monitoring Platform, which successfully passed expert evaluation, proving the technical and operational feasibility of output monitoring.
In his speech, Wu Qingtao commended the achievements of Hubei's monitoring platform. He emphasized that comprehensive clinker output monitoring offers an effective path to rapidly reduce excess capacity and adjust supply-demand relations. He called for joint efforts among government, industry, and enterprises, urging key enterprises to take a leading role in pushing forward capacity governance and building a new industry management model.
Wang Dong stated that online monitoring of cement clinker output is a landmark measure in the digital transformation of the building materials industry. Next, based on Hubei's practical conditions, Hubei will closely focus on the core tasks of digital and standardized construction for online cement clinker output monitoring, keying in on advancing the networked application of monitoring data, regularly issuing dynamic supply-demand early warnings, and providing supporting work such as energy optimization and carbon measurement accounting. Hubei Province will take this exchange meeting as an opportunity to continuously refine the construction of the online monitoring platform, promote the operational quality and efficiency of Hubei's cement industry to a new level, and contribute the "Hubei Solution" to the comprehensive nationwide promotion of online cement clinker monitoring.
Ding Zhengping believed that the cement industry is currently facing unprecedented and severe tests, the root cause of which lies in severe overcapacity, while the serious disconnect between registered capacity and actual capacity has become an important reason for governance failure. Online monitoring of clinker output is an effective means at the current stage to implement capacity compliance, break open the "data black box," and force "grey capacity" to surface. He called on relevant national departments to strengthen top-level design, reinforce policy implementation directions towards unified national monitoring and standards, and resolutely push all regions to fully implement online clinker output monitoring. Regional industry associations should strengthen organization and coordination, while industry enterprises should take proactive initiative, enhance compliance awareness and bottom-line thinking, strictly organize production according to registered capacity, and jointly safeguard the long-term interests of the industry.
In his meeting summary, Sun Xingshou pointed out that fully implementing cement clinker output monitoring is an effective measure capable of rapidly reducing over 400 million tons of capacity exceeding registered limits under the current severe industry situation. Hubei's practical experience demonstrates that implementing online cement output monitoring is both practical and highly operational in terms of technical reliability, cost controllability, and data authenticity. He expressed hope that, taking this meeting as a starting point, all parties would further strengthen policy synergy, enhance industry self-discipline, deepen capacity governance in the cement industry, and build a new model of industry management under new circumstances, laying a solid foundation for the building materials industry to fully transition toward high-quality development.
The meeting concluded that government, industry, and enterprises must form a joint force to comprehensively advance cement clinker output monitoring, striving to achieve unified output monitoring across all regions nationwide, establish platforms for online monitoring in every area, and adopt unified standards so that results are trustworthy, comparable, and reliable, thereby realizing a coordinated nationwide strategy. Starting from this point, the industry will further strengthen policy synergy, reinforce industry self-discipline, deepen capacity governance, build a new industry management model under the new situation, and usher in a new era of healthy, orderly, and sustainable development.
At the meeting, Feng Shuai, Director of the Industry Work Department of the China Building Materials Federation, introduced the Federation's overall approach to advancing capacity governance in the cement industry. Wang Xingpeng and Ye Meng, Deputy Secretaries-General of the Hubei Building Materials Federation, shared experiences regarding the construction of Hubei's online cement clinker output monitoring platform. Huang Sheng, Executive General Manager of Huaxin Cement (Yangxin) Co., Ltd., reported on the implementation of output monitoring from a pilot enterprise's perspective. Yang Fan, Deputy Director of the Hubei Institute of Measurement and Testing Technology, introduced the effectiveness and experience of metrological support for online clinker monitoring. Participating delegates conducted exchanges and discussions centered on the meeting's topics.
