Since December 2021, when the China Building Materials Federation forward-lookingly proposed the concept of "Six-Zero" factories in the building materials industry—featuring zero purchased electricity, zero fossil energy, zero primary resources, zero carbon emissions, zero waste discharge, and zero workers—it has received high recognition and active responses from competent government departments and domestic and foreign peers. Backbone organizations both within and outside the industry have actively committed themselves to the open-competition-mechanism ("揭榜挂帅") technological breakthroughs and standard development for "Six-Zero" factories, achieving a batch of major phased breakthroughs and landmark results, which have laid a solid foundation for accelerating the establishment of "Six-Zero" factories.
During the "15th Five-Year Plan" period, facing new situations, tasks, and requirements such as the national "implementation of the dual control system for total carbon emissions and intensity" and "promoting energy conservation and carbon reduction in key areas, and building zero-carbon factories and industrial parks," accelerating the creation of "Six-Zero" factories in the building materials industry has become extremely urgent! To this end, the China Building Materials Federation solemnly issues a proposal to the entire industry: The entire industry should pool wisdom and strength to establish one hundred "Six-Zero" factories in the building materials industry during the "15th Five-Year Plan" period, fulfilling our mission through practical work, driving development through innovation, and jointly drawing a blueprint for the industry's green, low-carbon, safe, and high-quality development!
I. Raising Awareness and Firmly Adhering to the Development Orientation of "Six-Zero" Factories
The "Six-Zero" factory is an innovative strategic orientation for the industry's transformation and upgrading, through which the building materials industry thoroughly implements Xi Jinping's thinking on ecological civilization, executes the new development philosophy, and closely aligns with the development goal of "Suitable for Business, Excellent in Products, and Benefiting Mankind." It is rooted in the industry's energy and resource endowments as well as its current emission status, and is formulated from six dimensions: green and energy saving, energy security, resource circulation, low-carbon and zero-carbon, clean and environmental protection, and intelligent manufacturing. The construction of "Six-Zero" factories is both a highly condensed summary of the green, intelligent, and integrated development connotations of the building materials industry, and a concrete goal for the industry's green, low-carbon, digital, and intelligent development.
Establishing "Six-Zero" factories in the building materials industry is a major measure for the industry to implement the national "Dual Carbon" strategy, and a "key engine" for the industry to cultivate new quality productive forces and reshape its core competitiveness. It serves as an "important benchmark" for evaluating the industry's high-quality development system, and is, moreover, an inevitable choice that concerns the future destiny and long-term development of the industry. The entire industry must deeply understand the great significance, contemporary value, and practical urgency of establishing one hundred "Six-Zero" factories. We must deeply integrate the "Six-Zero" concepts and actions into our respective organizations' long-term development strategies, production and operation layouts, and technological innovation plans, pushing the construction of "Six-Zero" factories deeper and further with a high sense of responsibility and mission.
II. Overcoming Difficulties and Accelerating Technological Innovation and the Implementation of New Technology Applications
Large enterprise groups should take the lead, increase the investment intensity of resources and factors, and dare to pioneer and try first in technological "no-man's lands." Focusing on green, low-carbon, environmental protection, intelligence, and resource utilization, they should accelerate the research, pilot testing, and industrialization of disruptive technologies and equipment. They need to deliver a batch of high-standard, reproducible, and scalable comprehensive "Six-Zero" solutions, fully exerting their role as benchmarks and demonstrations.
Backbone enterprises should benchmark against international advanced standards, and place equal emphasis on introduction/absorption and independent innovation. Combining their own advantages with practical development realities, they should take "One-Zero" as the starting point and "Six-Zero" as the direction to build a "Six-Zero" factory construction model with distinctive characteristics, shaping brand value and new competitive advantages through high-quality development.
Scientific research institutes and universities should strengthen basic research and the R&D of advanced, applicable technologies, promoting the deep integration and synergistic efforts of technological innovation and industrial innovation. They should continuously tackle a batch of disruptive, breakthrough, and original technologies, providing "hardcore" technological and equipment support for the creation of "Six-Zero" factories.
III. Gathering Synergy to Ensure the Goal of Establishing One Hundred "Six-Zero" Factories is Achieved as Scheduled
The establishment of "Six-Zero" factories is a multi-dimensional, collaborative systematic project that requires comprehensive efforts from policy support, technological breakthroughs, standard guidance, management innovation, and market driving forces; it can only be implemented effectively by gathering strength from all parties. We have the guidance of the national "Dual Carbon" strategy and the support of industrial policies, as well as a solid technological foundation built by the achievements of the national building materials industry's major technological breakthrough "open competition" projects. More importantly, we have a group of entrepreneurs and scientists with the big picture in mind and strategic vision who bravely shoulder the mission and try first, injecting strong momentum into the creation of "Six-Zero" factories.
The entire industry should strengthen confidence, gather synergy, enhance coordination and linkage, share technological achievements, jointly solve transformation challenges, and work together to promote and achieve the grand goal of establishing one hundred "Six-Zero" factories in the building materials industry during the "15th Five-Year Plan" period as scheduled.
